cf3b09e35b forcely do not use some codecs under the following conditions: 
rate!=8000 and rate!=16000
no hardware AEC
AEC required (thus software)
webRTC AEC is used
not opus (because opus can accept 16khz in input)

91d660562f fixes video quality problem at high definition and bitrate 
- key frame spoofing because of loss reported very fast resulting in target bitrate largely exceeded
- rate control algorithm taking decision too often due to loss rate estimator counting packets only (not time)
